You should wear cloth which is 100% made in India, 100% made by Indians, in a mill which uses 100% made by India and made in India machines , And from skin health PoV, you should wear cotton. But you should not wear khadi, Why not?.

The most important thing in society is ability to make weapons. We must learn to live for weapons, because without weapons, we will be slaves or dead.  Whatever freedom we all have from Pakistanis, USA, UK, China etc is because of weapons we have.
.
Ability to make weapons comes from engineering skills. And engineering skills by applying engineering in all fields. Mill cloth, where all machines are 100% made in India and 100% made by Indians increase engineering skills and add to overall weapon making skills.

Using khadi will reduce engineering skills and reduce weapon making skills.
.
Also, khadi increases tax burden on us all. Khadi also involves huge amount of corruption. Promoting khadi is same as promoting high taxation and also promoting corruption.

Also, khadi is indirectly insult on a poor. Because no poor person can afford khadi. Khadi is often a statement that "see , I can waste more money on  clothes".
.
So please reduce use of khadi as far as possible. Please boycott khadi and please also boycott people who use khadi..
.
Also please order your MP\MLA via SMS to cancel all subsidies to khadi and abolish department of khadi. Let khadi survive on its own or die due its fault. Please see my next post on order to MP via SMS

6. (instruction to Cabinet Secretary) ...... On every 5th of month, the CS may publish Approval counts for each candidate as on last date of the previous month.

If a candidate gets approval of over 51% of ALL registered citizen-voters (ALL, not just those who have filed their approval) in a district, then PM may or need not expel the existing Minister and may or need not appoint the person with highest approval count as the Minister of that dept. 37. Why is it must must MUST must to have url = internet link in sms?

Important note for all recallists on "order your MP via sms ---- why is it must must MUST must to have url = internet link in sms? Why is sms without url is waste of time?
.
Say you are MP. Say you dont want to read SMS of voters. Then it is the end, Whether SMS have url or not, makes no difference.
.
But say you are MP, and you do want to read demands of citizens on what law-draft they want. Now lets say voters start sending the orders on law-draft they want via SMS. There are 17 lakh voters. Now if only 2 lakh voters send 1-5 SMS , then campaign is a flop. But say lakhs of voters start sending 10-50 orders on the law-drafts they want. On an average , say there are 20 SMS. So MP will get 17 lakh * 20 SMS average per voter = 3.4 crore SMS. Lets say one needs 10 seconds to read an SMS. So that would be 34 crore seconds . How many days is that? Please do the maths.

34 crore seconds = 34,00,00,000 / 60 minutes = 56,66,666 minutes
.
56,66,666 minutes = 56,66,666 /  60 hours = 94,444 hours.
.
94,444 hours = 94,444 / 24 days = 3935 days
.
3945 days = 3945 / 385 years = 11 years !!
.
And thats assuming that MP will spend 365 days and 24 hours in reading SMS. Taking average of 8 hours a day, it would be 33 years !! And if one takes holidays, then it becomes 45 years years. Now he can hire a staff of 45 and get work done in 1 year !! But then managing staff, staff can misinterprete SMS etc problems come up,

And lets see if each SMS has url. Now lakhs of citizens may have common demand on law-draft they want. So they can send send same or 3-10 urls. So lets say voters have 50 demands, present in 500 different url, and each voter sends url via SMS.
.
Now the SMS can be entered in PC and PC will give count for each URL to MP, and the URL as well. eg lets say MP recieved 35 crore SMS with url. Then PC will give report as

So 17 lakh voters sending 3.4 crore orders to MPs via SMS isnt noise if and only if SMS have url. But if SMS dont have url and have plain text, then 3.4 crore SMS are plain noise.

FAQ --- what if voters send multiple url?

Say some 12 lakh voters want NTPHG = "narcotest in public on gohatya" law-draft.. Say there are 10 urls with NTPHG draft. Say urls are url1 to url10.. Now each voter who has sent url1 to url0 can check which url has highest count and resend that url. So say counts are as follows

Now MP's website will not give any information if the drafts are same or similar. But activists can download the drafts, and put similar url in one group. And the activists will need to inform voters about similar URLs. So now each voter who has sent url from 1 to 8, can be requested to one SMS with any url1 to yrl8.  Eventually, the most preferred url will get counts of all, without reducing count of any other url.

So the problem of SMS getting divided along multiple URLs will get resolved as activists and voters realize that one voter can indeed send more than one SMS , and each SMS can have different url for same or similar law-draft.

FDI means 'fully destroy independence". Calling it "first develop India" is a linguistic  fraud.

Consider 22-sep-1857 . It was the day when British troops defeated Indian soldiers in Delhi and British soldiers took over Delhi. This day is marked as end of 1857-revolution and also an end of Mughal tyranny. Now consider calling it as "independence day" !! well, that would be nothing but a linguistic acrobat or linguistic fraud.
.
Same way FDI aka Foreign Direct Investment means 'fully dependent India' or rather ' fully destroy independence'. Calling FDI as 'first develop India' and then calling it as integral part of 'make in India' are linguistic frauds. And given that these linguistic frauds are coming from none but PM himself, they are linguistic frauds of highest proportion.
.
And it is sad to see that each and every NaMo-andhbhagats, and BJP-RSS-BST-worker referring FDI as 'first develop India' !!
.
The FDI-spree should be seen with the FACT that "120 days arent enough" excuse is thrown like a rubber stamp everywhere when one asks to print law-drafts to reduce inefficiency of local manufacturers..

1. local manufactures want number of courts to increase from 20000 to 200000 so that dispute resolution can speed up. Reply? 120 days arent enough
.
2. local manufactures want law-drafts to simply tax code and get away with corruption prone law-drafts like excise, VAT, GST, service tax etc Reply? 120 days arent enough
.
3. Local manufacturers want law-drafts to reduce corruption in supreme\high\lower courts and also admin. Reply? 120 days arent enough
.
But looks like 120 days are enough to print law-drafts to enable foreigners to do what they wanted !!
.
Well, lets do a reality check. 120 days may not be actually have 200,000 courts, But 12 days are enough to allocate funds, and create vacancies,  setup guidelines for written tests to recruit staff, and issue order for written tests. Likewise, 12 days are enough to print Citizens' Review over Judiciary drafts --- the kind of drafts Japan and USA have. And 12 days are enough fix much of the tax code --- details may take time. But none of this happened in 120 days. But in same 120 days, all changes that owners of foreign companies wanted did come.
.
IOW, what we are seeing is rampant use "120 days arent enough" excuse to oppose law-drafts needed to reduce inefficiencies of local factory owners. And foreigners is welcomed under "make in India" banners and "foreigners-Indian bhai bhai" love fest,
.
So the local manufacturers cant become efficient and can survive against MNC-owners who have faster and less corrupt courts\admin in West. So local factory owners will become all satellites to MNC-owners. Some may be large satellites, and some may be small satellites. But they will be satellites. And once MNC-owners see no need to pamper India, they will just wipe it clean, the way they wiped out Iraq and Libya.

Solution I propose is that activists should STOP neta-bhakti such as Sonia bhakti, NaMo-bhakti, AK-bhakti etc. And they should focus on law-drafts and work on 'order your MP via SMS' campaign to bring this law-drafts.  The law-drafts I propose are TCP, DDMRCAM, JurySys, RTR, wealth tax etc etc. .  . Otherwise, verbal acrobats like FDI = First Develop India or FDI = Foreigners will Develop India etc are timepass. And we dont have infinite time to pass

35. Some info on Asaram Bapu case, and my stand

Some information and stand on trial on Sant Sri Asaram Bapuji.

Now about the case. The Rajasthan police and judges have applied POCSO by saying that age of victim was below 18 years on the day crime happened !! Is it so? Well, the FIRST age certificate from the FIRST school she had attended says 18.5 years. The second school leaving certificate says 16.5 years and LIC policy says 18.5 years. So any normal person would ask a doctor to do a bone test. But judges have refused to get a bone test done, and also decided to take second age certifcate !! And it has been 1 year , and the matter is still pending !!!
.
And consider case against Narayan Sai. The victim makes allegation after years !! And as per her, after the incident, she worked in ashram as employee for several years !! And then she left job, and then after several years, she files FIR !!
.

..... But allegations of nar-bali (human sacrifice) and child-molestations seem to be cooked up. As far as this specific case goes, it, one has to take stand and so I will indeed take stand. I support Jury Trial and narco-test in public on Asaram Bapu, and if Jury finds allegations baseless, then Jury should be empowered to do narco-test in public on girls' father to see if allegations were correct or deliberately cooked. And if allegations seem right, then Jury can imprison him for 7 years. The Jury should be chosen from National Voter list and should have 500 members. Is Jury of 500 impossible? well, Greeks in 500 BC used to have Jury of 500, 1000 and even 1500 !! So surely, with far netter technology we have today compared to Greek ofs of 600 BC, Jury of 500 is very much possible. Jury and narco-tests will dig out all the truth we need. .... As examples of false allegations (a) Jayalalitha, another Missionary agent, wanted plot from Shankracharya for cheap. He refused, and so Jayalalitha threw false murder allegation on him. (b) Sonia Ghandy asked Gautam Adani not to place high bid for Ahmedabad Team in IPL as that would have forced Sonia-agent Shashi Tharoor to raise the bids. Gautam Adani didnt agree and so CBI arrested his brother in 2 bit customs case !!!

In Asaram case too, there was a rumor that land encroach Robert Vadhera wanted to buy a plot from Asaram Bapu for dirt cheap , and Asaram denied. All in all, India has history of Ministers, IPS, IAS etc cooking false cases and judges collaborating with it. So we MUST demand a Jury Trial in this case.
But thats not the stand naMo has taken. He has silently agreed not to give any assistance to enemies of Asaram, be it is Sonia or Robert Vadhera or Missionaries or all 3 combined .

Why Jury Trial and NOT judge trial? The judges have nexuses with lawyers, Ministers and what not. Also, the lower court judfes always feel threatebed by High and Supreme judges as High and Supreme judges can anyday expel/suspend/transfer them. And the lower court judges also get swayed by high/supreme judges promises of promotion and favorable transfer. so lower courts judges are unrelaible.

The High and supreme judges' sons and close relatives get crores of rupees worth fees and so high and supreme judges too are highly compromised. Further, these days, the biggest fee payers are foreign companies and many judges sons work as lawyers for foreign company owners. And so judges cannot be and should not be trusted. And IMO, most citizens no longer have faith in high\supreme judges

My proposal to enact Jury System and hand over the case to Jurors. The Jurors have no aprior nexuses. And the trials end in a few days, as one Jury gets ONLY one case and hearing are from 10 am to 5pm everyday. And the Jurors have no gear of transfer, suspension, expulsion etc and no greed of promotion. So they can decide the case better than a judge can.

And this is my proposal for ALL 3 crore pending cases in India, that all cases should be given to Juries and not corrupt/nexused/nepotic judges. And this is something I have been proposing demanding since 1998 for all cases !!
.
So once again, I never said that "Sant Asaram Bapu and Narayan Swamy should be acquitted without trial". But I have no faith in judges and so trial in both cases, and ALL 3 crore cases, should be by Jurors and Jurors only. And judges should be recallable , the way judges in USA and Japan are recallable by citizens.

33. One more EASY way to rig 100,000 EVMs by rigging display

From notes of Professor Alex of University of Michigan (see
http://www.indianevm.com/international.php for his notes), I could see that there is one more way to rig EVMs.

The EVM display consists of about 15 seven segment LEDs (square eights). The display unit is generally a whole separately assembled unit with one connector having 5-8 holes. The connector is attached to socket in motherboard. The CPU sends instructions to display unit. Each instruction has list segments to be lit or unlit.

Now say there are 20 candidates in EVMs. Then on the result counting day, then display unit of EVM will get 23 messages from CPU. The first one will show the number of candidates. The second one will show total polled voted. And next 20 messages will show votes each 20 candidates got. And last one is "OVER".

Now say display is rigged as follow

1. The display has a circuit that can accept radio signals
2. Over radio signal, it gets the serial number of the candidate to be favored.
3. It subtracts 20% votes from all candidates and adds 20% to the favorite candidate.

So the memory of EVM has unrigged numbers. But the display will show rigged numbers.

Now how many field agents are needed? Only one per Loksabha Constituency. That field agent can have some equipment like camera and he can pose himself as cameramen of some TV company. And that field agent can be passive and not active. He wont even know that the camera has radio signal sending equipment inside it. So number of active field agents needed are zero.

And how many people I need inside CEC to rig EVMs? None.

How many agents I need inside BEL? Only top 5-8 people who will not resist the rigged display despite knowledge. So all in all, with just 5-8 people inside BEL, and some 500 passive field agents one can rig 100,000 EVMs and alter the results of 500 seats. Now instead of radio signal, the display can also use modulo-5 logic (explained in http://rahulmehta.com/evm1.pdf ) . In such case, no radio-receiving circuit is needed for the display.

CEC says "rig this EVM". It refuses to even listen to scenarios where insiders can rig EVMs. Well, we know that threat to electronic rigging, be banks or EVMs, is more from insiders than outsiders. And when stake are high, and if mere 5-10 insiders can rig EVMs, chances that they will let the opportunity pass seem to be too slim.

32. One more way to rig EVMs and benefit one Chosen Party

Article No. 31 on this blog gives one way by which a powerful party, by asking the EVM manufacturer to put a tempered code can benefit itself. This articles describes one more trivially easy way to do the same.

Consider
BELX = A fictitious company which makes EVMs
CECX = Person in charge of dispatching EVMs
CongressX = a hypothetical party which wants to get benefited by tempering EVMs

Step-1 : The EVM manufacturer makes 3 types of EVMs

  • Type1 - Honest EVMs
  • Type2 - This EVM will increase the votes of the candidate who got second highest votes and decrease the votes of candidate who got highest votes
  • Type3 - This EVM will increase the votes of the candidate who got third highest votes and decrease the votes of the candidate who got highest and second highest votes
Step-2 : CongressX will divide 540 seats into 4 groups
  • Group1 : where congress is sure to win
  • Group2 : where congress is sure to come no. 2
  • Group3 : where congress is sure to come no. 3
  • Group4 : where congress is sure to come not in no.1 to no.3
This can be done by a careful pre-poll analysis, and will be as much as 80% to 90% accurate.

Step-3: CECX has to dispatch EVMs as follows
  • It will send Type1 EVMs to constituencies in Group1 and Group4
  • It will send Type2 EVMs to constituencies in Group2
  • It will send Type3 EVMs to constituencies in Group3

Hence, the EVMs will favor CongressX.

Example : in Gandhinagar seat, CongressX is sure to come no.2 and BJP is sure to come No.1 So if Type-2 EVMs are sent to Gandhinagar Constituency, then CongressX will win. Now sending such EVMs to Gandhinagar will expose the game as BJP leads by a huge margin. But in seats where picture is not clear, CongressX can win by sending EVMs of Type2 and Type3.

The moral of the story is : there are simply too many ways to rig EVMs. So we have no choice but to get rid of EVMs and use paper ballots with camera in booth.

This article is NOT an allegation. It is to only show that EVMs can be rigged at super-industrial scale by few people at top. Essentially, I am making allegation against EVMs, that EVMs are riggable in an industrial scale to favor some party such Congress etc and that too with just 10 people at top. I am not making allegations against any party or EC or BEL in this article. This article is to only explain how rigging can be done.

Some 100,000 new EVMs were made in Dec-2008. And later they were dispatched to Districts, most before Mar-2009. This article shows one way how CEC, Congress could have rigged all these 100,000 EVMs to favor Congress. This is a could have scenario, not an allegation.

I propose one way by which CEC, BEL, Congress may rig 100,000 EVMs with mere 10-12 men. As of now, I am not claiming they did it. I may or may not make such claim later when time comes. Because to claim that X did action-A, I need to first convince people that action-A is indeed possible and do-able. So for now, I only want to show that rigging 100,000 EVMs is possible with few people. Once I have shown that is do-able, I may or may not show that they were in position to implement the rigging mechanism I suggested. And then I may or may not make claim that they rigged it in the way I suggested or similar such way.

In this article, I have used following fictitious names to show the process

CECX : Fictitious head of a fictitious body called EC, in charge of elections
CongressX : A fictitious party interested in rigging EVMs to favor its candidates.
SoniaX : The fictitious head of CongressX
BELX Chiefs : The persons in charge of manufacturing EVMs in fictitious body named as BELX

Pls note that resemblances to any real names is an unintended coincidence only


2. Why pre-programmed bias in EVMs was thought to be useless?


We all know that a programmer can indeed write code in EVM, that favors a particular serial number. Pls note - a particular serial number only. And if the CEO level persons in BELX agree to put such rigged code in EVM, then there is no technological or scientific barrier to stop them. There are processes to ensure that junior guys cannot change code, but nothing will stop apex seniors with money from making changes they want. But till date, everyone thinks that no one can write a code that would favor CongressX, as the serial number of CongressX candidate is undecided when the coder is writing the EVM code and undecided even when the EVM is being shipped to the District from BELX. eg say a coder and BELX Chiefs decide to favor CongressX. Now the EVM is to be shipped out in Jan-2009. CongressX candidate will get the serial number in Apr-2009. Then which candidate number should the program be coded to give more votes? The Congress's candidate number will vary from seat to seat. So if the programmer programs EVM to give more vote to candidate number 1, then only in some 20% cases only CongressX will be no. 1 . And so in 20% cases, it would benefit Congress and in 80% cases it would hurt Congress.

Some anti-EVM people has hypothesized that some keys can be inputed in EVMs to communicate the candidate number after candidate number is issued. But then inputting this key combination in 100,000 of EVMs need 100,000 men to be sent at the booth and is a difficult task. So this way was ruled out due to logistic size. So till now, it was stated by "experts" and accepted by the gullibles that "BELX cannot make an EVM that would favor CongressX".


3. BELX can make EVMs with pre-programmed that favors CongressX

But I have shown that a "pro-CongressX" EVMs be made !! How can EVMs be programmed to favor CongressX Well, pls read this article and if you have any questions, pls call me at 98251-27780 .


4. A brief description of election process

ECX divides candidates in a constituency into 3 blocks : National or State Recognized Parties, Unrecognized Registered Parties and Independents. In each block, the candidates are alphabetically ordered by their names in the local language. There are 7 Nationally recognized parties and different states have0-4 State recognized parties. So if all recognized parties put their candidates, the number of candidates in first block will go to 7-11. But the reality is that all recognized parties do not put candidates in every seat. eg CPM hasnt put candidates in many seats since ages. In general, having 5 recognized party on one seat is a rare event. And so a recognized Party is will get a number between 1-5 with 99% guarantee in general. And as a reality check, one can look at 2009 election. All Congress candidates got serial number between 1-5 on the ballot paper. Further, EVMs can support only 64 candidates. If there are more than 64 candidates, EC will need to use paper ballots, a condition that has never come as deposits are regularly raised to ensure that nCandidates is below 64.

Now following dates play important role in "how EVMs can be made to favor a Party".

  1. Say opening date to fill form is Apr-2.
  2. Then last date to fill form will be say Apr-8.
  3. By Apr-10, candidates will get accepted or disqualified by RO (RO = Returning Office, mostly the District Collector).
  4. On Apr-11, candidates of Congress and other recognized parties will get to know their serial candidate number on EVM (*)
  5. Last day to withdraw will be say Apr-13, 3pm.
  6. Say on Apr-13, 3pm is the last date to withdraw form.
  7. So total number of candidates will be known on Apr-13, about 4pm. Pls note this : total number of candidates plays important role in how EVMs can be made to favor Congress-X
[* - Since recognized parties get top slot, on Apr-9, the candidates of recognized parties will get to know their candidate number The last minute withdrawal of candidate of other nationally/state recognized party can change the candidate number. But wont have any impact on the scheme I am proposing.]


5. Recognized parties' candidates are mostly in 1-5

I will repeat why.

6. Step-One : What rigged code to put in EVMs


Say BELX chiefs made 5 different types of rigged EVMs.

Type-1 favors candidate number = (nCandidates + 1) mod 5 + 1 (what is mod?)
Type-2 favors candidate number = (nCandidates + 2) mod 5 + 1
Type-3 favors candidate number = (nCandidates + 3) mod 5 + 1
Type-4 favor's candidate number = (nCandidates + 4) mod 5 + 1
Type-5 favor's candidate number = (nCandidates + 5) mod 5 + 1

(The mod5 is just an example function. If I were to make rigged EVMs, I would use more complex functions.)


Now what is "mod"?

It is remainder left after division, i.e. ( 16 mod 5 ) means the number you are left with when you divide 16 by 5 which 1. So
(1 mod 5 ) = 1
(2 mod 5 ) = 2
(3 mod 5 ) = 3
(4 mod 5 ) = 4
(5 mod 5 ) = 0

(6 mod 5 ) = 1
(7 mod 5 ) = 2

The mod will keep repeating. There are only 5 values (n mod 5) can have.

So BELX made file types of rigged EVMs. A rigged EVM decides candidate to favor based on total number of candidates based on the following table

if the rigged EVM is of type-1 then
  • if there are 6 ,11 , 16 , 21 or ... , 61 candidates, then this EVM will favor candidate no. 3
  • if there are 2 , 7 , 12 , 17 or ... , 62 candidates, then this EVM will favor candidate no. 4
  • if there are 3 , 8 , 13 , 18 or ... , 63 candidates, then this EVM will favor candidate no. 5
  • if there are 4 , 9 , 14 , 19 or ... , 64 candidates, then this EVM will favor candidate no. 1
  • if there are 5 ,10 , 15 , 20 or ... , 60 candidates, then this EVM will favor candidate no. 2
if the rigged EVM is of type-2 then
  • if there are 6 ,11 , 21, 25 or ... , 61 candidates, then this EVM will favor candidate no. 4

To give example, say one constituency has say 200 rigged EVMs of type-3. Now say that constituency has say if nCandidates = 19. Then the rigged EVMs there will favor candidate number (19 + 2) mod 5 + 1 = 21 mod 5 + 1 = 1 + 1 = 2 . i.e. it will favor candidate number 2.

To give one more example, say one constituency has say 200 rigged EVMs of type-4. Now say that constituency has say if nCandidates = 11. Then the rigged EVMs there EVM will favor candidate number (11 + 4) mod 5 + 1 = 15 mod 5 + 1 = 0 + 1 = 1 . i.e. it will favor candidate number 1.

Lets make converse of the above table. The following converse table will be used in Step-3 by SoniaX. I request the reader to reach each of the 30 lines in the following converse table.

7. Step-Two : Ensuring each seat has same type of rigged EVMs

CECX has to ensure that 200 rigged EVMs go ton each of the 500 Constituency, in away that Type of each EVM is a constituency is same. How can he ensure that? He and BELX chiefs can ensure this as follows :

  • BELX chiefs send 1st shipment of 20000 EVMs between dates say Jan-01 and Jan-06
  • BELX chiefs send 2nd shipment of 20000 EVMs between dates say Jan-07 and Jan-13
  • BELX chiefs send 3rd shipment of 20000 EVMs between dates say Jan-14 and Jan-20
  • BELX chiefs send 4th shipment of 20000 EVMs between dates say Jan-21 and Jan-27
  • BELX chiefs send 5th shipment of 20000 EVMs between dates say Jan-27 and Feb-07

  • CECX asks staff to send 200 EVMs from 1st shipment to each Constituency-001 to Constituency-100
  • CECX asks staff to send 200 EVMs from 2nd shipment to each Constituency-101 to Constituency-200
  • CECX asks staff to send 200 EVMs from 3rd shipment to each Constituency-201 to Constituency-300
  • CECX asks staff to send 200 EVMs from 4th shipment to each Constituency-401 to Constituency-400
  • CECX asks staff to send 200 EVMs from 5th shipment to each Constituency-501 to Constituency-500
So each seat has about 200 rigged EVMs of same type. And only CECX and SoniaX know the type for each Constituency.


8.
Step-Three : Adjusting the number of candidates

Now take some Constituency such as Gandhinagar as example. Say in Mar-2009, say Gandhinagar Constituency got 200 rigged EVMs of type-2. Now on Apr-8, CongressX knew that its candidature number, say it was number 2. How how many candidates should be in race so that EVMs of type-3 favor the CongressX candidate? Pls look at the converse table. The answer is : if SoniaX can ensure that Gandhinagar has exactly 4 , 9 , 19 , 24 , 29 or ... 63 candidates in race, then all EVMs which are of type-2 will favor the no. 2 .

Can SoniaX ensure this? How can SoniaX ensure that number of candidates in race are 4 , 9 , 14 , 19 , 24 , 29 or ... 64 and not some other number? She can tell the Congress candidate that astrologer has asked that the number of candidates must be 4 , 9 , 14 , 19 or ... 64. And CongressX candidate has to be told to put 4 spurious independents and have 0-4 withdraw the form at last moment, so that nCandidates 4, 9, 14, 19, 24. 29, or ..., 64.

I will explain in detail. Say it is Apr-13, 3pm. Say the CongressX candidate has 4 spurious independent candidates say A, B C and D and they are in collector's room for withdrawal, along with 10 other people who want to withdraw. Now all the CongressX candidate has to manage is that these 4 people are at the end of the queue. Now say candidates have withdrawn or refused to withdraw (in which case they will leave the room) and at the end only A, B C and D are left.
  • now say candidate count is 20. Then CongressX can ask A to withdraw, B..D to stay in race and thus ensure that nCandidate is 19
  • now say candidate count is 28. Then CongressX can ask A, B, C, D to withdraw and thus ensure that nCandidate is 24
  • now say candidate count is 23. Then CongressX can ask A, B, C to withdraw and thus ensure that nCandidate is 19
IOW, using 0-4 candidates at the end of the withdrawal queue on Apr-13 , he can ensure that number of candidates in the race are 4, 9, 14, 19, 24. 29, or ... 64.

This is not easy as RO is not even suspecting that EVMs use nCandidates as any parameter. And in states where Congress-X has CM, SoniaX can ask CM to ask RO to put the spurious independents at the end of the queue so that they have last word n nCandidates.

In 5% cases, say CongressX fails. Then they lose 5% EVMs to opponents. But in 95% cases, the rigged EVMs will support CongressX candidate as in 95% cases, SoniaX could tweak nCandidates to favor its candidate number.

The RO (District Collector) is not a person in conspiracy. And the candidate too need not be aware of this conspiracy, for all he knows, he is doing what SoniaX's astrologer asked him to do.

9. Where would this rigging be used?

There are 543 Loksabha Constituencies. Step-One will work well as it is all in a few controlled factories. And Step-2 will work as dispatching decisions are very centralized. CongressX will not send rigged EVMs to 70-80 sure seats. Say rigged EVMs are sent to 460 seats. And out of these 460 seats, step-3 works out in 410 cases and fails in 50 cases. Then CongressX or ally candidate will get all 200 EVMs to vote for CongressX in those 460 seats. If each EVM gives him extra 300 votes, he gets 60,000 extra votes. Enough to make increase final tally by 100-150 seats.

Now please note that I am not making allegation that this indeed happened. I am saying that this can happen in future. And this is one way to rig EVMs, there can be 100s more. IOW, we know that ballot box with paper ballots was empty when poll started. In case of EVMs, we dont know what was filled in EVMs chip and whether it was biased before poll started. So I appeal to citizens of India that we should ask PM, MPs to ask EC to cancel EVMs and use paper ballots with camera in booth.



10. Compact description of rigging

A compact description of rigging is as followse

  1. There are 5 types of rigged EVM CEC made. EVM-k favors candidate whose roll number is (nCandidates + k) mod 5 + 1 , k is between 1 to 5
  2. Congress will know its roll number 2-3 days before candidates can withdraw. Say Congress's roll number is p and it will be between 1 and 5.
  3. Then Congress has to ensure that, that seat has nCandidates = 5m + (p - 1) - k , m is any integer.
  4. So in each seat, local Congress candidate has to add 4 dummy candidates and make 0-4 of the withdraw after everyone else has withdrawn, so that nCandidates is 5m + (p - 1) - k , m is any integer
  5. If nCandidates = (5m + (p-1) - k), then that EVM will benefit candidate number
= (nCandidates + k) mod 5 + 1
= ((5m +(p-1) - k) + k ) mod 5 + 1
= (5m +(p-1)) mod 5 + 1
= p - 1 + 1
= p = the roll number of the Congress candidate.


11. Why such rigged EVMs cant be detected?
  1. If I were to write such rigged EVM, I would do rigging only if there are over 200 votes and time EVM was left on was above 7 hours. Hence mock polls and testing would never detect this rigging
  2. If I were to make such EVMs, I would ensure that rigging happens only once in life time and never again. So if the same EVMs are now tested, all of them will be free of rigging.
  3. The code inside ROM cannot be read. One can read the hash code. But if the manufacturer of the chip (which is in Japan) was asked to make a chip that would give planted hash than real hash, the hash is not the hash of the code in EVM but some planted hash. Hence, there is no way to detect if EVMs used in Apr-2009 were rigged or not.


12. How to put such code in microcode of the chip

There are two place to put this rigged code in the chip. One is ROM and other is microcode. If this rigged code is in ROM, one may find out by opening the machine and scanning the ROM if lockbits are not set. If the lockbits are set, then ROM cant be read, only hash can be read. And if chip maker has agreed to make a chip that would give planted hash rather than real hash, then hash has no value. But if lockbits are not set, the code can be read.

But one can also put this rigging in microcode. How? If the microcode writer knew the EVM's code, he can find out the memory locations in RAM that stores nCandidates and counts of each candidates. And based on nCandidates and its own type k, it calculates FavoriteCandidateNo from the table given in Section-6 (Step-One). So it can add votes to the favorite candidate and deduct from the rest. Also say there were one bit of on-chip flash memory which gets reset some 8 months after manufacture. And once that bit is reset, that part of microcode will never get executed and so the microcode will become will become "honest". This is technologically very much feasible. And microcode cant be read using any equipment. So now there is no technologically feasible way to know if such a given EVM is rigged or not.

The EVM used a made in Japan chip. So if CongressX had asked that Japanese company to put trojan in microcode of the chip, which implements the table I gave, then CongressX and CECX together could have rigged 100,000 EVMs in a way we will never ever know.


13. How to put such code in microcode of the chip

My demand as of now is not to remove EVMs. My demand is that PM should issue a Govt order by which we citizens can register NO on any clause of any law at Talati's office for Rs 3 fee. (see the article number 5 in this blog for details). If PM agrees, then those who oppose EVMs will ask citizens to register NO on clause-61A of People's Representation Act of India. This section is necessary for EC to use EVMs. Once this section is deleted, EC will not be able to use EVM and will have to use paper ballots.

IOW, I want to get rid of EVMs, but via citizens of India, not via activism. I want activism to confine to creating the procedure by which we commons in India can register YES/NO at Talati's office by paying Rs 3 fee. And I am not interested in PILs, expert committees etc. IMO, it is time we citizens of India decide whether EVMs should continue or not. We must not let ECs or judges or MPs pr PM decide this anymore.

30. How can EVMs be rigged by changing cables

Since 1999, I have maintained that EVMs should be replaced by good old paper ballot, because EVMs can be rigged on a very very large scale with a very small number of persons, if the people at top have sold out. The paper ballots can be rigged, but would need too many criminals in field and so it is physically impossible to on a large scale, perticularly today where "camera in booth" is a cost effective option.

How can EVMs be rigged in a way that no one can later prove?. It is possible with just 100-200 people, provided people at top such CEC have sold out. How?

In this article, I will explain how if CEC has sold out, then using a just 100-200 people, I can rig the over 100,000 EVMs .

The EVM has 3 parts - BU (Ballot Unit), CU (Control Unit) and the cable which connects them. The easiest place to rig EVM is to replace cable by a cable which has an intelligent chip hidden in its connector. The chip will be a low power chip which can work on power coming from signals between BU and CU. IOW, a dumb cable will never cheat. But an "intelligent" cable can do following :

1. The rigged cable has clock in it and knows the polling date and time
2. On polling day, the cable would give more 20% of the votes to candidate number 2 (or X)
3. On other days, the cable will behave honestly.

Now some 15 days before polling, each candidate gets a number. eg my number was 17, that of Congress was 2 and that of BJP was 1. These numbers were given on April-14th and the poll was on April-30th. Now in those 15-16 days, if anyone manages to replace the actual cables with cables that favor candidate number X, then candidate will get 20% or more votes.

Now some 1000s or tens of thousands of EVMs were shipped from CEC warehouse to Districts on the last few days, after candidate number was given. EC is yet to disclose the EVM sending schedule. But even if all 1000-2000 EVMs were in district warehouse, replacing their cables is not a difficult task if the DC and key local officers collude.

And what is worse is : after counting, the rigged cables can be replaced with actual dumb cables. So there is no proof left.

Now how can Party-X such as Congress rig the polls? EC has rule that candidates of all Nationally registered parties will be on top. So almost everywhere, Party-X was in top 5. There are some 700,000 booths in India, and each booth has 1 EVM. The EVM has one CU, 1-3 BU and one cable. One Constituency needs 1000-2000 EVMs. Now candidate numbers were given some 15 days before polling.

So Party-X had
some 40,000 cables which favor candidate-1 (we call them set-A)
some 40,000 cables which favor candidate-2 (we call them set-B)
some 40,000 cables which favor candidate-3 (we call them set-C)
some 40,000 cables which favor candidate-4 (we call them set-D)
some 40,000 cables which favor candidate-5 (we call them set-E)

Now say 200 EVMs are to be dispatched from CEC warehouse to a Constituency where Party-X's candidate is number-3. Then if agent of Pary-X gets keys to warehouse , within 2 hours he can replace the cables of these 200 EVMs with cables in set-C. So now on polling date and time, the cable will favor Candidate No. 3 which is candidate of Party-X. And once polling is over, cables will be replaced with actual cables.

Did Party-X do it? I dont know. But it is surely do-able for Party-X or worse CIA. For CIA, getting 200,000 intelligent cables manufactured is child's play. And replacing them with real cables ate CEC warehouse is not possible, unless CEC is on CIA payroll. But we know that MMS is the most docile PM US had and US wanted MMS to win at all costs.

We have a system where if PM, CEC sell out, rigging for PM or CIA is trivially easy by replacing cables. SO we must abandon the system and use paper ballots which require too many people to rig even one booth, and makes rigging in even 1% of the 700,000 booth impossible.

Also, EVMs do not save costs. They are more expensive than paper. EVMs cost Rs 10,000 a piece. Paper ballots are less than Re 1 a piece. One EVM serves one booth with 1000 voters and so it would take 10 elections i.e. at least 10 years for 1 EVM to equate corresponding paper costs. Plus, since EVMs are fragile, transporting them is more expensive. And EVMs need to be stored, and so there is storage costs. EVMs need to be checked 2-4 times before election and 2-4 times during two elections. Plus, some maintainence and repairs are occasionally needed. It reduces counting time, but counting time is small cost of election. The real cost is field cost - sending people, cars etc in field. So EVMs cost more than paper, and worse, EVMs are riggable at industrial scale in unprovable ways by cable swapping if the guys at top decide to do so.

29. Result and conclusion from my contesting Loksabha 2009 election and its campaign

As you know, I was contesting Lok Sabha 2009 election in Gandhinagar Constituency. I got 7309 votes out of 791,000 votes, about 1% of total. I was forth rank, the third candidate Mallikaben Sarabhait got 9300 votes, about 2000 votes more than I got. Here are the results.

Now allow me to make a bold statement : 7300 votes means over 60000 to 70000 liked the laws I had proposed. Some 60000 to 70000 liked the proposals, but some 53,000 to 63,000 did not want Congress to win and so they still voted for BJP (or other way). Or they did not trust me because I was contesting for the first time and I am unknown fellow.

And given that mere 100,000 voters saw the newspaper advertisements and barely 20000 got my pamphlets, 70,000 people liking my proposal is a big success for the agenda !!

Allow me to explain why I think some 70,000 people liked my proposals.


About my background and campaign

Out of 7300 voters who voted for me, barely 300 knew me by my name or face. Why only 300? Well, consider my background :

1. I am a mere software developer and have to spend at least 20-30 hours a week earning living. Some 30-40 hours a week I spend in reading about administrative systems in India, world and discussing changes I want. So no time to socialize.

2. I do zero social work, zero patronizing.

3. I do no charity work.

4. I do not take ANY Govt grants.

5. I have zero caste/ethnic base in Ahmedabad. I am Jain, and how many Jains possibily voted for me for my being a Jain? Well, not even 500 Jains in Ahmedabad know that I am a Jain !! Because I havent visited any Derasar in past 25 years !!

6. I have never been a corporator etc that would give me some local base.

7. My political career in field is 6-7 years old, but does NOT go beyond distributing pamphlets and giving talks on laws I am proposing.

8. I did not raise any local issue like roads or streets or traffic or water supply. Parliament is for National issues only.

9. I had made zero emotional appeal in my talks, pamphlets and newspaper ads

10. I made NO pseudo-talks like secularism, environmentalism, women issues, dalit issues, minority issues, student issues etc. These pseudo-talks does attract urbane liberal DCH youth. And raising "women issues" does attract some women voters. But I left all that pseudo-giri to Mallikaben. I did not want any votes from shrills.

11. My advertisements talks only of real issues like solutions to reduce poverty, improve Military, reduce corruption etc. No BJP bashing, no Congress bashing, no LKA bashing, no Modi bashing, no SG/RG bashing, no MMS bashing.

12. My advertisements were 100% rational-legal and looked more like a good newspaper column text rather than some emotive ad.

13. I had NO slogan --- I hate slogans.

14. All my neighbors fall in different constituency - Ahmedabad West. So no neighbor's votes.

I believe that 100% voters are rational and so no emotive appeals and entertainment is needed and it will only be counter-productive. The voters take wrong choice ONLY because of lack of information and lack of good options. So a candidate who wishes well for nation should confine to creating good options and informing voters about good option. So I wanted a dry campaign with no entertainment elements. No road shows. No mass meetings. No rikshaw or cars with mikes making noise all over. Only advertisements, pamphlets and talks. The pamphlets were all black and white, so were all advertisements. With no glossy emotive pcitures.

I did ALL administrative work myself. I myself went to Gandhinagar to collect form. I filled the entire form myself -- hired no lawyer. I spent over 30-40 hours in just filling forms. I did not appoint even an election agent. And candidate needs to submit expense details 4 times during election. All 4 times, I went myself in person autorickshaw from Ahmedabad to Gandhinagar - I did not ask my volunteer to go to do this brain dead work. All pamphlets and advertisements were drafted by me and me only. I had no polling agent. I had no counting agent. India needs to get of all this army of peons.

And when I started, I had only 50 activists all unpaid and part-time . I dont believed in paid activism. (Now I have 200, all unpaid and part-time)

My advertisement expenses of 5 advertisements I gave before election and 4 advertisements I gave during election period was about Rs 800,000. Pamphlets cost me Rs 90,000 and rest was mere Rs 50000. Everything was post-tax hard earned white money. I did NOT take a penny of donation, I believe in "activists' contribution" only and I hate donations=bheekh.

Mine was a 100% no-drama "confine to laws you propose" campaign.

About Gandhinagar-Ahmedabad area : independents nightmare

Before I filed form, I had seen EC website and got details of these two area's voting behavior. Since 1992, no independent or small party got over 10000 votes. Not even one. And since 1992 till date, hardly 6 independents got over 5000 votes. The reason is very logical - Congress and BJP invoke deep fear in OR a lone hope against that fear. So no matter how good independent is, he seldom gets past 5000 votes. Why?

1. over 99% Congress haters think : if I vote for X, he is bound to loose, and Congress may win

2. over 99% BJP haters think : if I vote for X, he is bound to loose, and BJP may win

So while over 90% voters in Ahmedabad-Gandhinagar hate both BJP/Congress and have respect for none, they still vote for them lest the guy they hate more would win. This is called as Two Party Syndrome, where people vote "most powerful and second worst guy". This is a desperate attempt to minimize losses and nothing more. [Aside : The problem is 2000 years old, and solution is also 2000 years old -- a voting system where a voter can cast 5 preferences. Too complicated? Well, Ireland, Australia have been using this for over 50-70 years !! So how complex can it be? But till that change comes, 2 party symdrome is here to stay as the problem is real as long as voters are forced to confine to single choice only.]

So when can an independent get some votes in Ahmedabad-Gandhinagar?

1. Personal contacts
2. Local issues
3. Caste base - a small sub-caste feels injustice and so rallies for their independent candidate
4. Neighbors OR
5. When some voters like independents views to such an extent, that voter says : hell with both, I would vote for this guy.

So who voted for me

As I explained, that reasons 1-4 do only apply on me. I have no caste base, I do no charity work, I have no widespread contacts etc. So only reason why someone would vote for me

So out of 7300, only 300 voted for me because they knew me well. But why did rest 7000 voted for me? The only sensible explanation can be : because they liked the laws I proposed. IOW, 7000 guys had intense attachment for this agenda. But if 7000 guys had such intense attachment that two pary syndrome broke, then how many people liked the proposals? I would guess at least 8 to 10 times more - about 70000. And since my advertisements reached only 100,000 people, this was a good "conversions" ratio. So IMO," Right To Recall" laws have made a deep impact in the minds of voters of Ahmedabad.

27. MRCM proposals to improve law-making

.

27.1 The problem and solutions in short

There are two basic problems with law-making as of now
  1. First problem : MPs do not make laws we citizens want. eg MPs refused to enact laws that we commons want to obtain land rent.
  2. Second problem : MPs make laws that citizens dont want. eg 498A , DVA laws etc
Following are our demands , promises to solve these two problems
  1. The second MRCM EN would enable citizens to issue Govt Ordinances and thus second EN solves first problem to a considerable extent
  2. We are proposing a procedure by which citizen can register effective YES/NO in the Parliament by paying Rs 3 fee at Talati’s office. This will further reduce first problem I cited above
  3. We demand , promise a Jury System over law made by Parliament to deal with second problem.
  4. We propose citizens’ review system to reduce second problem.
Above are our proposals at National level. We have similar proposals at State levels as well.

27.2 MRCM Party’s demand , promise to register citizens’ YES/NO in Parliament

Following is the Govt Ordinance we demand :

  1. Any citizen can inward the text of a Bill in the PM's office and obtain an inward number.
  2. Any citizen can go to the Talati, show his ID, pay Rs. 3 fee and register his YES/NO on any of the suggested bills. The clerk will give receipt for his YES/NO. The citizen can change his YES/NO any day. The YES/NO will be published on the internet and notice boards. (Please note that there is no confidentiality).
  3. An MP can register his YES/NO before the Speaker. If the MP does not register YES/NO, it would be counted as NO.
  4. The MP's vote will count for those, all those, but ONLY those who have NOT registered their YES/NO on that bill.
  5. Example: Suppose an area 50000 voters where say 15000 (30%) voted YES, 5000 (10%) votes NO and 30000 (60%) did not cast their vote on the proposal. In that case, the Speaker will consider MP’s weight as (100% - 30% - 10%) = 60%. Now say that the MP votes YES. Then that area’s YES-fraction will be 30% + 60% = 90% and NO-fraction will be 10%. If the MP votes NO, then that area’s YES fraction be 30% and NO-fraction will be 60% + 10% = 70%.
  6. The Speaker will add the YES and NO fractions of each ward
  7. If the sum of YES-fractions is over 50% within 60 days, the Loksabha Speaker will send the bill to the Rajyasabha Speaker. If the proposal does not gather 50% support within 60 days after issue of inward number, the Loksabha Speaker will declare the proposal as failed.
  8. The Rajyasabha Speaker will let Rajyasabha MPs register their YES/NO starting the day bill gets inward number. If an MP does not register his vote, it will be taken as a NO.
  9. The Speaker of Rajyasabha will calculate the YES-fraction and NO-fraction of the bill as follow :
    • say a state has K MPs
    • say that state has T voters of which Y voted YES and N voted no, and (T – Y – N) did not register their YES or NO
    • then each MPs’ of that state’s vote will be (T – Y – N)/K.
  10. If passed, it shall have the same weight as Bill passed by the Parliament
The above mentioned procedure will enable citizens to enact the law they want.

The Speakers will allow MPs to register total or partial YES/NO. If an MP does NOT register YES/NO, the Speakers will count his vote as total NO.

Loksabha Speaker The Speaker will calculate the YES-fraction and NO-fraction every Loksabha constituency as follows :
  • T = Total No. of voters in that constituency.
  • Y = No. of voters who voted YES, so citizens' YES-fraction = Y/T
  • N = Number of voters who voted NO, so citizens' NO-fraction = N/T
  • M = No. of voters who did not vote on the Bill = T - Y - N
  • if MP votes YES, then YES-fraction will be (Y+M)/T and NO-fraction will be N/T
  • if MP votes NO, then YES-fraction will be Y/T and NO-fraction will be (N+M)/T.
  • if MP abstains, then YES-fraction will be Y/T and NO-fraction will be N/T.

Loksabha Speaker The Speaker will add YES-fractions and NO-fractions of all the Loksabha constituency to obtain the total YES fraction of the State.

The Speaker will declare bill as "failed if NO-fraction exceeds YES-fraction. if YES-fraction is larger than NO-fraction then the Speaker will send the bill to the Rajyasabha Speaker

Within 30 days after a bill has been presented, a member of Rajyasabha can register his YES/NO on the bill before the Speaker. If a member does NOT register his YES/NO, the Speaker will take it as a NO.

  • Y = Number of voters in India who voted YES
  • N = Number of voters in India who voted NO T = Total number of citizen-voters in India

  • MN = Number of Rajyasabha members who voted NO (or did not register their vote)

If the YES fraction exceeds NO fraction, Speaker will declare the bill as passed, else he will declare the bill as failed.


27.4 MRCM Party’s demand , promise to enact Jury System over Laws made by MPs

Due to bribery, and no other reasons, the MPs have been enacting laws like SEZ act, 498A, DVA etc. How can citizens top this mess? The third proposal enables citizens to cancel any unconstitutional law that MPs have made. But that will be after they have passed this law. How can citizens stop wrong laws to begin with? Well, the following law will reduce this possibility :
  1. After the law is passed by Parliament, the PM shall send the copy of law in English and State’s official languages to each Tahsildar of India
  2. Each Tahsildar will summon 30 citizen voters each from the voter list as Jurors.
  3. Each of the 30 citizens can suggest one speaker. Ten of these 30 suggested speakers will be chosen at random. The 10 suggested speakers or their representative will give 1 hr speech on the law passed.
  4. The MP who drafted and proposed the law can send one or more representatives who shall have the total speech time of 3 hours.
  5. Each Juror can ask speak for 30 minutes in which he may make a speech or ask questions to any of the persons who has given the speeches on the law passed.
  6. Each day, the proceedings will start at 10.30 AM and will go on till 6.30 PM with 2.00 PM to 2.30 PM as lunch break. So proceedings will last for no more than 6 days.
  7. At the end of 3rd day, the Jurors will specify their YES/NO on the laws passed.
  8. If over 16 out of 30 Jurors say NO or “no option”, the Tahsildar will mark the law as rejected.
  9. If majority of the Tahsil Juries in India reject the law, the PM will declare the law as rejected.
There are 6000 wards and Tahsils in India. So some 6000 * 30 = 180,000 citizens YES/NO will taken on the law passed. Given that time is just 3 days, this is a fairly large sample which is difficult to bribe out. Hence, this sample will be an effective check on the Parliament. Each Juror will get say Rs 100 and so cost is Rs 1.8 crore plus other costs (such as salary of Tahsildar who will conduct the hearings etc). The total cost will be about Rs 5 crore per law Parliament passes. The Parliament passes some 100 laws a year. So total cost will be Rs 500 cr per year of so. This is tiny compared to damage one wrong law can cause. Using such mechanism, it becomes easier for citizens to ensure that SEZ, 498A, DVA etc like laws do not come up.

27.6 Other party’s stand on this issues

The MPs of other party such as Congress, BJP, CPM etc have flatly told citizens --- citizens cannot register their YES/NO in Parliament. we request citizens and non-80G-activists not to vote and campaign for these corrupt leaders.

25. Decreasing reservation with the support of poor SC, ST and OBCs

25.1 First modification : giving higher preference to more backward

The communities which have lesser representation in administration will get more seats till their representation is at the same level. For this we need a complete caste census and details are given later.

25.2 Second modification : the system of economic-choice , social choice

What makes us different from all parties is that we support an administrative system, called as economic-preference as opposed to social preference to reduce demand for reservation in SC, ST and OBCs. Following is the summary of the system of second-choice for Dalits, OBCs
  1. Any member of a sub-caste that belongs to ST, SC or OBC can walk to Tahsildar’s office, undergo verification and apply for economic-choice , where in
    • he shall still retain his SC, ST, OBC status
    • he shall receive inflation adjusted Rs 100 per month, till he cancels economic-choice
    • he will be eligible for reservation moment he cancels his economic-choice
    • the number of reserved seats will decrease by 50% of those who opt for economic-choice
    • the money shall come from tax on commercial , residential, industrial land and nowhere else
  2. Example : India has 100 cr of population of which 14% i.e. 14 cr are SC. So if a college has 1000 seats of then 140 are reserved . Now suppose out of these 14 cr SCs, say 6 cr insist on economic-choice then each shall get payment of Rs 100 a month and reservation for SC will go down by 14*0.66*6/14 = 3.9% i.e. will become about 9.1%.
Most poor Dalits did not get much benefit from Reservation, and as elite in Dalits increases in size, the opportunities for poor dalits further reduces. The economic-choice creates a system by which the poor left out dalits can also get benefit of the reservation as well. Many of them would opt for economic-choice as (opposed to social-choice that reservation offers). This will reduce reservation

25.3 Other steps to reduce demand for reservation
  1. Reducing casteism in courts : The demand for reservation is high, as there is intense nepotism , casteism in courts. Due to rampant nepotism , casteism, commons of Dalits , OBCs also feel desire to have “their own” men in courts etc. The laws we have proposed to improve courts reduce casteism , nepotism in courts and will thus reduce the demand for reservation in Dalits, OBCs etc. The decrease in corruption in courts will also decrease demand in Dalit, OBC youth to become judges.
  2. Reducing corruption, atrocities in police : The demand for reservation is high, as there is intense corruption and atrocities in policemen. Due to rampant corruption and high handedness, members Dalits and OBCs also feel desire to have “their own” men in police etc. The laws we have proposed to improve police reduce corruption in police as well as atrocities. This will reduce the demand for caste based reservation in Dalits, OBCs etc. The decrease in corruption in courts will also decrease demand in Dalit, OBC youth to become policemen and will reduce intensity of demand for caste based reservation in police.
  3. Reducing corruption in administration : Due to rampant corruption and high handedness, members Dalits and OBCs also feel desire to have “their own” men in administration etc. The laws we have proposed to improve police reduce corruption and arbitrariness in administration. This will reduce the demand for caste based reservation in Dalits, OBCs etc. This will also decrease desire in educated. The decrease in corruption in courts will also decrease demand in Dalit, OBC youth to become policemen and will reduce intensity of demand for caste based reservation in police.
  4. English education : The education in English is lower in Dalit, OBCs due to upper caste intellectuals’ decision to discourage English education in Govt schools as far as possible. Many upper caste who were well off sent their kids to English schools or other local language schools, but at least English was taught properly. As a result, OBC, Dalits get less score in many subjects where preparation material is English. Once universal English education is implemented, the scores of Dalits, OBCs will reduce and this will reduce demand for reservation.
25.4 Over all stand on reservation

MRCM’s forth demand-cum-promise will substantially reduce poverty. And the changes we propose in education will further reduce poverty and economic gap between dalits and upper castes. And the changes we propose in religious charities will reduce the discrimination they face in temples, and with that social discrimination shall also reduce. We demand and promise to end ALL interviews at the level of initial recruitment in Police, Govt, banks, RBI, SBI, judiciary, Govt lawyer and so forth, and this will also reduce the discrimination Dalits face in recruitment. So the % score gap between closing rank general and reserved categories would reduce day by day.
But as of now, we support Caste based Reservation. We believe in reducing the strife by increasing education in dalits so that % gap in closing rank decreases, and by reducing demand for reservation in dalits using the proposed system of economic-choice.
In addition, we propose following modification in reservation
  1. No reservation for Dalits, Tribals and OBCs who are not Hindu, Buddhists or Sikh. To be specific, no reservation for Dalits, Tribals, OBCs in Muslims, Christians etc.
  2. The Dalit, Tribal or OBC if applicable for reservation, will have to first apply in their respective quota and only after their quota is filled, can they apply in general quota
  3. No reservation on any other basis, including religion, economic or social
  4. Create a system of economic-choice to reduce demand for reservation
  5. Ensure that backward amongst backward get benefits using sub-quota or other means
These are our broad proposals. The next section gives details.

  1. Any member of a sub-caste that belongs to ST, SC or OBC can walk to Tahsildar’s office, undergo verification and apply for economic-choice , where in
    • he shall still retain his SC, ST, OBC status
    • he shall receive inflation adjusted Rs 150 per month, till he cancels economic-choice
    • till he gets this payment, he cannot apply in reserved quota.
    • he will be eligible for reservation the day he cancels his second-choice
    • the number of reserved seats will decrease depending on number of those who have opted-out
    • the money shall come from tax on commercial , residential, industrial land and nowhere else.
  2. Example : India has 100 cr of population of which 14% i.e. 14 cr are SC. So if a college has 1000 seats of then 140 are reserved . Now suppose out of these 14 cr SCs, say 6 cr insist on economic-choice then each shall get payment of Rs 100 a month and reservation for SC will go down by 14*0.66*6/14 = 5.94% i.e. will become 8.06% IOW, if every SC were to take economic choice, the reservation would become 1/3 of what it is now. The reservation will be across ran and file of administration, from Supreme Court to peons
  3. If a person has opted for economic-choice and then changes to social-choice, he will be entitled for CBR benefits on that day. But if he reverts back to economic choice, he shall get Rs 100/mo payment after 6 months
  4. If a person is Dalit, OBC has opted for economic-choice, he can still obtain seat on quota, but shall become eligible after he cancels economic-choice
  5. If a person has taken any seat on SC/ST or OBC quota, he will not be eligible for economic-choice
  6. The Rs 100/mo payment will come for a child below 18 only if both parents opt for economic-choice
  7. If both parents have opted for economic-choice, their children shall get Rs 200/mo for at most (2 sons) or (2 sons, 1 daughter).
Caste census
  1. Conduct a full wealth and sub-caste census : Caste strife is a reality. It cannot vanish by hiding it and it cant be dealt administratively if it is hidden. To properly deal with any issue, administration needs crystal clear information. So we propose to take sub-caste census where in sub-caste of each person along with position he holds in Govt, PSU and market value of land/assets he owns will be noted. The census will improve with National-ID system and an accurate system with less than 1% inaccuracy can be built in 2-4 years. But an approximate system can be built in 6 months. We shall start with the inaccurate system and increase the accuracy every day.
  2. There are about 200 sub-castes in India, but since social situation between a caste in one state and analogous caste in another state may be different, they become different caste in the National list. So the National List has about 5000 castes, while most States’ Lists have about 200-400 sub-castes. So the census will note which of the 5000 state-wise sub-caste the person belongs to. Please note – sub-castes will be state-wise only.
  3. If a person claims to general, then he need not specify caste or sub-caste and shall not get any benefit of reservation. But if a person or his father has taken benefit of reservation, then he must specify the caste, state and sub-caste he belongs to.
  4. Using person-caste-wealth data, PM can obtain per capita wealth of sub-caste.
  5. Political Wellness Index : The Political Index of a caste will be calculated as follows

25.6 Some rough idea of economic choice

Hypothetically, if entire 60cr of SC, ST and OBC population were to go on economic choice, then the quota would reduce from 50% to 50%/4 = about 12.5% and costs will be Rs 1200 * 60 = Rs 72,000cr a year. But that is an extreme scenario.

25.7 Against some anti-reservationists, who are hypocrites

We oppose the upper caste anti-reservation activists who oppose reservation on the basis of merit, and then shamelessly support laws that promote nepotism in judge, promote self finance colleges where merit is not even asked for and promote interview system which upper caste have been using to filter out dalits. We strongly and intensely hate the intellectuals and activists who have supported pro-nepotism , anti-Dalit laws and then opposed reservation by using excuse of merit. IMO, they are hypocrites not worth talking to. We are open to debate on reservation and explain why we support reservation, but with only those adversaries who can give in writing that they oppose the following laws 1. judge shall appoint judges. 2. judges shall give judgments and not Jurors 3. interviews in judiciary and administration.

25.8 Against some pro-reservationists, who are also hypocrites

There are those who oppose reservation, and support nepotism in courts and administration. I call them anti-reservation hypocrites. And then there are those elite SC, ST and OBCs who insist on en-cashing on the plight of poor OBCs, SCs, STs etc . We oppose hypocrites of this categories as well.
